car will not crank with the key replaced the ignition switch and neutral safty switch and also the starter car will start with the key on and crossing the solinoid

Check fuses and relays first.

all the fuses and relays are good already done that before replacing the other parts

Make sure the neutral safety switch is adjusted properly, you can slowly move shifter while trying to start.

If that is not it, then check for 12V at starter solenoid with key to start, if no voltage, then ignition switch, fuse, relay, wiring, bad starter ground.

If 12V then starter.
