wiper motor stays on

Wiper switch is off wipers running replace motor & module motor still on.I check the gray plug on switch for power with a test light on #4 swtich off,on low no power #5 but motor stops a little power with washer pump on,on high power #3 . Switch or motor? Paul

So you already replaced motor and the module?Usually the module fail causing the motors to keep running.
