high idle

At speeds over 15 miles per hour I can let my foot off the gas and the car
Stays at that speed? If i put my foot on the brake when stopping it idles down but I have to keep my foot on the gas a bit to keep it idling.It runs great! But its very anoying Trying to keep it running after braking.
Its a 1999 camaro z28 lti 5.7 24,000 miles.
