What would cause a 1 year old radiator and cap to have corrosion

And can this have anything to do with not having any heat? The radiator busted about 1 year ago and was replaced with a new one and a new cap and now the inside of the radiator and bottom of the cap are rusty and corroded looking. There is also no heat even after the heater is on for 45 mins.

If the heater core is clogged with the corrosion, yes.
The coolant can cause this, yes. Electrolysis, and the fact that the system was not flushed when the rad was replaced.
