Clicking from starter (new starter) on 1999 Chevy astro engine do n t turn over when key to start

Checked battery fully charged,cleaned all cables,used jumper cable from starter to positive termail of battery it failed to turn engine over same clicking

Make sure the ground from the battery is clean and tight. Also, is it one click or several?
