The heat or air wont change to any other temp than whats outside.

If there is no/low heat, it could be significant of open thermostat. If it is not cooling , the a/c compressor may not be coming on. There should be no condition that keeps it ambient, you should either have some cooling in a/c, or some heat, although it may be inadequate.
