Where is the best and most affordable place to get brakes replaced on my 1999 Deville?

I just moved and don't know any good mechanics in the area yet. I went to Monro Muffler and had an oil change done and they told me that I needed rotors and pads (they were 4mm) for both the front and rear of my 1999 Deville. Is this a difficult job to do? I realize I can save money going to a Monro, Midas, PepBoys, etc. rather than the Cadillac dealership, but is this a job that their mechanics are qualified to do and I can feel confident that it will be done correctly and with quality parts or is there somewhere else you would recommend that I take my car for brake servicing?

i would shop around for the best price and ask about warranties. be carefull of upselling. make sure you see the issues before apporving anything. do not be afraid to get a second opinion.
