My antenna wont go up or down when i turn the radio off, why is this?

I turn my radio on and off in my car but to no avail my antenna wont go down. I am not sure if the mast is broken or if the nylon cord that winds it down is broke also, could it be the motor for the antenna itself. I also get interference in my drivers side speaker in my car and was wondering if this antenna problem would cause this? Can you please tell me how to check that antenna and how to fix it and how to remove it.

Check/Test the antenna motor/mast section, no information on testing and remove/replace procedures-
