1999 Buick Regal stolen car

My car was stolen and the culprit damaged the steering column so badly that there is no place to even put key. All of the wires and pieces are still there but dangling off of where it should be. Is there a way to get the car into neutral with a key or even a place to put the key?

normally they damage the ignition along with column and you have to use a screwdriver to stick into ignition switch to turn it on.if the piece is hanging down and you see a cable like the one in pic if you hold the cable housing and pull the other end you may release the lock so you can put it in Neutral.
