1999 Buick Century Headlight or DRL

DRL is not on , checked all my fuse and replaced the bulbs.
I must hold highlights witch in order to have lights.
Do I replace the column switch wiper turn signal cruise control.
Well this make my DRL work?

Does it only work on high beam? If so, I would suspect that the headlight switch itself is the problem and not the multi function switch. However, you would need to test it to be sure.
