4th replaced fuel pump won't come on

1999 Buick Century Custom V-6 3.1 Litre 2 Wheel Drive ---
fuel pump measuring only about 5 volts and not coming on....any suggestions, please?

The fuel pump relay has a "prime" terminal coming off it. You can apply 12v to it to see if that gets you 12v at the pump. that will isolate the bad part of the circuit.
