1999 Bmw 528 Head Lites &tail Lites Stay on but Turn & Flasher Lites Not Working...

Head lites &tail lites stay on but turn & flasher lites not working. Also no control on head lites but brake lites work. No indications on dashboard of anything. Check fuses reconnected battery please help.
