gear 1 slips and sometimes goes into 3 instead of 1

Hi there, have a problem with a vw polo player, what can be the problem?its hard for it to be placed on gear 1, it goes to gear 3.

manual??? if so proberbly the selector quadrant or a problem with the selector cables.
