Abnormal tire wears are due to fault with the wheel alignment.
Wheel alignment goes out of specs when there are wear to control arm bushes, steering linkages, wheel bearings and other suspension components.
A faulty CV joint would not cause abnormal tire wear but the other components mentioned would. You need an inspection of the suspension system and repair/replace componeents that are faulty and then go for an alignment to rectify the problem.
The cost would depend on how much parts anre faulty and can cost a tidy sum.
