1998 Volkswagen Gti Turn Signals They Would Intermittently Work Didn T Work

When I use turn signals they would intermittently work. When they didn't work they made a sound like they were mis-connecting (shorting). Now they just don't work at all. I figure the switch (or relay?) needs to be replaced. Where do I find that on the car? Is it in the steering column or under the dash? Thanks.

Do the hazard lights work as they should or are they also affected?
