1998 Volkswagen Beetle Trouble code P1128

I bought a 98 beetle with 109xxx. Miles on it. Had a dead battery. Replaced battery and had to have the throttle body re adapted. Drove after that but in first and second gear it had no power. Foot on the floor wouldn't move. If you release the gas pedal it would jerk. I changed the fuel filter and it was clogged but it didnt fix the problem. After a week the check engine turned on. It was p0171, and miss fire cylinder 1&2 also a random miss fire. I changed the spark plugs and wires. Number I wire had a cut in it. I also cleaned the MAF. The first drive it wasnt any better still jerking and no power in first or second. Then after the second drive it cleared up and had power in the first and second. Then 2 days later check engine light is on. Checked the code and it is P1128. I looked up the code. It is either a vacuum leak, low fuel pressure, faulty heated o2 sensor. I'm leaning toward low fuel pressure. I checked for vacuum leaks and replaced the air hoses that where cracked. Used 2 cans of starting fluid and couldn't find a leak. The little hose that goes to the pcv heater solenoid makes a sucking noise. If you pinch it the noise goes away. Is that normal. Also how do I test the fuel pressure? What fuel hose going to the fuel pressure regulator do I splice in to?

The fuel hose with the white mark is the feed line.

A quick check of fuel pump health: (Video of Jetta, but your Beetle is the same)

Make sure your O2 is not stuck lean.

If pressure & flow is OK, bad MAF
