1998 Volkswagen Beetle Reach Over 45 Mph Starts Vibrating Lifted Front End Put

when i reach over 45 mph beetle starts vibrating. I lifted the front end and put it on drive and speed drops at 25 mph and at 45 mph also does the same but does not vibrate, also when i was tring to figure out the problem i could set the cruise control steady the engine just rev. up and down
