RPMs will jump up and down

I just took my 1998 2wd Tacoma to get a tune up and a tire rotation about a month ago. The front brakes are worn out. No idea clue what I'm doing.

When the truck is in neutral, the RPMs will jump up and down below the 1000 mark. The engine doesn't sound consistent and there’s strong vibration.

Clean throttle plate with choke cleaner on both sides, check for vacuum leaks
