1998 Toyota Tacoma Ignition Issues Shut Engine Off After Start Key

Ignition issues.......I can not shut the engine off after start up and the key completely removed from the ingnition; the engine is still running. I can hear something is still engaged. It is not the starter. I know what that sounds like. Dealership can not seem to zero in on the problem. Is it the ignition switch itself?

I would start with checking the ignition switch first, if the dealer can't think of these checks, i would be going elsewhere, there not very competent.
