1998 Toyota Rav4 hood release cable

The hood release cable is apparently stretched out, and I cannot open the hood.
I have tried using PB Blaster penetrating spray with no success. Additionally, I have
tried using a small pair of vice grips on the cable inside the car.

It seems that the only way I can access the hood release mechanism is thru the grill,
which is fastened inside the hood and cannot be removed from the outside.

Any suggestions?

you may have to get under car and seeif you can get something skinny up there to release it. you probably have to pull a panel off or a stiff wire through the grill to unlatch it.
