1998 Toyota Landcruiser Pick High Range Roads Steep Normal Rpm Correct Exceed

no pick up in high range roads and steep roads
in normal roads RPM is correct
but in steep roads the RPM dont exceed above 1.5
so there is no pulling in such steep roads
my prado is 1998 automatic diesel
please advise me what i have to do for correcting this problem

Check and ansure the throttle cable is adjusted correctly and throttle is opening fully.
