seat belt warning won't stop flashing even when clicked

My friend has a 1998 Toyota Carolla, the seat belt warning light continues to flash all the time it's running. There is no wiring to the seat belt lock that I can find. Is this run by a timer of some sort and what's the remedy to have it quit flashing??

There should be wiring to the receiver on the seat belt. Double check.
