1998 Toyota Corolla fans are not turning on

I have a 98 Toyota corolla and is over heating. I replaced the radiator ,ect and the thermostat but my.fans are not turning on now . They only turn on with AC. Can you tell me step by step of what to.do....

First, I need you to check the fan relay. Under the hood you will find a relay box. Switch the fan relay with a different one from the box that has the same part number and see if the fans work.
