why is my temp gauge fluctuating

I have a toyota corolla 1998. After driving for 20 minutes when I stop at stop sign the temperature gauge goes up from halfway from the middle to hot sign and come back to the middle after i start driving again. Recently got coolant flush done and thermostat what needs to be done.

check the coolant level. if it is ok, it may be a failed cooling fan. when you are moving, it cools the motor but at stop, you require the aid of the fan motor.
