1998 Toyota Avalon Electric problems

I have a 1998 Toyota Avalon. It starts up fine. But nothing electrical works (clock, radio, ac, powered seats, dash lights, powered locks, windows, head lights and turn signals). The only things that work are the overhead lights, the hazard lights, and the door lights. I checked all the fuses and they are all good. (Under the hood and also inside the car) Any idea of what this could be? Please help.
