Feels like the brakes are dragging while driving

Just bought a 1998 4Runner and while driving it feels like the brakes are dragging (enough that I keep looking down at the emergency brake to make sure it is down) and while driving it chugs or hiccups (RPM's stay up though) **Have not had any check engine etc lights come on so unable to check codes for anything specifically wrong. Any idea's?

Have the brakes checked to find out if they are really causing you any problems.
