1998 Subaru Legacy 2 5l Engine Will Start Key Truned Igintion Battery Test 12 6

2.5L engine will not start when the key is truned in igintion. Battery test 12.6 volts, all fuses are good, no lights on the dash when key is turned, no horn, no head lights, no wipers, no radio, but the parking lights will come on.
What could be the problem?

Either a main fuse is blown or the ignition switch is bad.
