Lack of power.

I have a Seat Ibiza 1.4 16v 1998 AFH engine with 180000 km. Sometimes, while everything is just fine, I have an absolute lack of power, but idle runs well. If I restart the engine it will go just fine again for some time and then the same again. I thought the problem was from the throtlle vavle possition pontesiometer, but I did disconnected the valve wire and the car was just the same!
Please I need some help with that.

Five years I have same problem with same car. Yesterday I cut catalyzer (on the exhaust), and problem was gone.
