1998 Saturn Sw1 Possible Water Coolant Directly Radiator Just Plastic Reservoir

Is it possible to add water/coolant directly to the radiator, or just to the plastic reservoir container? I could not find a radiator cap? My indicator light light level of water in radiator was low, but the reservoir was full.

the tank is directly connected to the radiator. add from there only.
