Location of starter relay on 1998 model Saturn SL2

Will not start with ign switch-only by shorting the selenoid contacts will it turn over and start-have replaced starter and ign switch-want to check the starter relay but cannot locate it

The relay is at the base of the steering column but they hardly ever go bad I mean hardly ever. Do you have power door locks and factory ketless entry?Do you have a multimeter to do some testing?

The car has pwr door locks, but not keyless entry and I do have a multi meter

From what I have seen if there is power locks it has keyless entry. As far as testing the relay with the key in the start position you should have power to both the yellow wires to the relay if you do the relay is working correctly. Also do you have a automatic or manual transmission?
