1998 Saturn SL1 Poor performance when running

So during the winter or in the morning when my car is cool it drives almost perfect. As soon has it gets warmed up or in the summer it doesn't run good at all. It gets really hard to shift and the idling is bad. When at stop sign or sitting idling it will cut off sometimes while driving. It also feels like a dramatic loss of power

Several things can cause the issues that you described. Has the check engine light come on? If so, what codes were retrieved?

That leaves a lot of possible things.

Coolant temp sensor
Catalytic converter
Fuel pump pressure
Poor idle can be cause by vacuum leaks, bad idle air control valve...

These things would all need tested.
