engine won't rev over 3000 rpms

1998 renault luguna 1.9 diesel sport, wont rev over 3000 rpm when driving. New air filter fitted. any ideas? thanks could it be the turbo ? If not what can it be?

A mechanic can test Turbo boost fairly easly, just make sure that this is up to spec first and that the waste gate is not leaking pressure.
