It is odd that it says engine load is at 99%, and this may be normal for a key on reading, the only way to tell would be to compare with a like vehicle. One thing to consider, and a indicator of engine load would be the MAP sensor. A normal key on reading for a vehicle at or near sea level would be 101 kPa, and this would decrease as vacuum is applied. With that being said, look at that rading, and if you have a vacuum pump, apply 28-30" of vacuum to the sensor, and see if the values change. If you remove vacuum from the sensor when running, it will go full rich. Check that there is vacuum getting to the sensor as well. It may or may not set a code, if the circuits are intact. It looks like the MAP sensor is in the intake, and the procedure for removal shows it under the throttle body. The passage could be plugged with combustion deposits.
