is the purple wire at the starter 12 volts with the key in the start position??

put multimeter on car started.turn off car to try it no start meter read 0.09 dcv.

thats the little purple wire??

ok, then that is the issue. it originates from the ignition switch to the neutral switch, on the trans and then to the starter
