My 98 olds auroa will not turn over at all,,battery is good,,,thinking maybe brushes hung up in starter,,,where is it located and can i tap on it while trying to start and maybe fix it

Tapping on a starter to try to trigger it to work is a diagnostic trick but certainly not a repair. It would only confirm that you need to replace the starter.
If this particular case, you can't even do that because the start is hidden under the intake manifold.

Try to verify power arriving on the purple wire when the key is held in "start" position and if it is, you can assume the starter is bad.
