Starter Problem

Hi. I have a 1998 Olds Intrigue. My husband took my car to the store and at home it started just fine but when he tried to start it at the store it wouldn't start. There was no sound when the key was turned into the on position. All the lights on the dashboard work and so do the accessories. He checked all the connections to the battery and everything was fine. He tried getting a boost but that did nothing, the car wouldn't even turn over, He also said the steering wheel won't lock either. Is it possible that the car isn't registering that it is in park? If so what can we do? If that isn't it then what else could it be? Please help.

could be the park/neutral switch or the starter motor
