1998 Nissan Pulsar Hi Guys 98 Plus Started Making This Weird Whistling

Hi guys,
My 98' pulsar plus started making this weird whistling & slight tapping kind of noise whenever engine is on almost like the fan belt is lose. My mech has checked & can't fault any of the belts & i'm at a total lose was hoping you could give me some idea what to look for please it would be greatly appreciated.

Check the crank pulley, it could be a bad harmonic balancer if the noise is coming from the belt area.
