What is the easiest way to fix timing jump? The belt is fine.

If there is no internal engine damage (interference engine) you have to remove the belt and replace it correctly. However, if the belt jumped time, there is something causing it.

I replace the water pump and in the process I had to remove belt. When I was putting it back together my buddy turned the left wheel when facing the front of truck. Now it tries to start but doesn't.

When you say left wheel, are you referring to the cam pulley? If that is the case, you need to reset the timing. You need to set the marks for both cams and the crank pulley. Take a look at the pic attached.
