1998 Mercury Mystique ABS Brakes Engage Blows 60 And Fuse Blower Motor

When abs brakes engage it blows the 60 amp fuse for blower motor . Replaced fuse once and it blew again when abs engaged. What could be issue? Short in brake system ?
