While replacing the thermostat and water outlet in my 98 Mystique, I noticed a belt just to my left, that had basically shredded and frayed. I had not noticed any odd noises when the car was running, no clicking, tapping, thumping, etc. It has had no trouble running.
What is this belt called, and is it easily replaced?

It sounds like the serpintine belt. There is an automatic belt tensionier that you turn to release tension and remove and replace. make sure you have a belt routing diagram under the hood so you can reinstall it correctly. If you don't, make your own.
