What is the fule pressure requirement for a 1998 mercury moutaineer 4.0 v6

30 to 45 psi with the key on and the engine off.

That is the only listing mitchell lists. Based on that, I would recommend the same with the engine running. With the engine running, remove the vacuum hoses to the regulator. Pressure should increase. Also, make sure there is no fuel in the vacuum hose from the regulator. If there is, replace the regulator.
