I found a stick with fuses on it wired up with my car battery. Can that be a GPS tracker component?

I went under the backseat where the battery is located to give my friend a jump and I noticed an odd stick with fuses on it wired to my car battery. I'm not sure if it's supposed to be there.

accessory fuses. yes, it should be there. check your owners manual for the legend of what they control

yes that is the rear fuse box there is 3 .one in the engine compartment second in the dash driver side side cover also like to let you know you may able to jump from engine compartment by shock tower .
