CAR IS GETTING FUEL TO THE FUEL RAIL INJECTORS ARE GETTING FIRE I CAN POOR GAS INTO INTAKE IT WILL RUN MY QUESTION HOW CAN SCAN EGINE CODES WITHOUT A SCANNER TOOL WITH A OHMZ METER MAYBE ?

I don't know of any other way than using a scan tool for your vehicle.
The injectors have battery voltage but did you test for pulsing? Seems it is not.
