1998 Mazda B3000 Turn On Ac Blows Really Hot First Heat On Checked Vacuum Valve

when i turn on ac it blows really hot at first like the heat is on,I checked the vacuum valve on the heater hose its open [no vacuum] the hot water is running though the heater core? . now its winter and the valve wont shut and blows max heat all the time even when you adjust temp. The only time it closes is when you turn selector switch to off.

Check the blend door ( item # 13) actuator and its operations. It seems to be stuck in the heater position and not directing air away from the heater.
