1998 Lincoln Continental won't start.

Only happens when cold outside. Turns over fine. Newer plugs. Outside temp warms above 6 or so starts right up.

Well. We gotta start somewhere. When did you first notice this issue? What has been done diagnostically? Is there fuel in the tank, is there fuel pressure? Is there spark?
