I have a 1998 jeep wrangler with a 32rh automatic transmission. i rebuilt it a year ago and all has worked well till about two months ago. thats when it started being hesitant about downshifting when coming to a stop. i thought it might be something sticking in the valvebody so i pulled it apart and installed a transgo shift kit. for about a month it did fine again but now its beginning to hesitate on downshifts again. so now i suspect the governor is sticking. my question is how to unstick it hopefully without pulling the transfercase and tailpiece off.

You can remove it and try using a good cleaner on it. That is about it.
