does repairing an ecm on a 98 jeep wrangler require taking the steering wheel off?

I got my jeep back from the shop and the steering wheel is not aligned with the wheels, i just had them balanced and they were working fine. now there is a lot of movement when i steer.

ecm is under the hood, not anywhere near the steering wheel.
i would return to the shop for an explanation.
