car beeping before turning the key

i need to know why every car on the planet beeps before you turn it on. ive heard all my life that your suppose to wait for the beeping to stop before turning your car on cause the coils are warming up or something is warming up. is that true??

very few cars actually beep, mine doesn't nor do most of the cars that i work on in my business, some do have odd beeps that is the ECU completing the self test on all engine management systems, but its got nothing to do with warming anything up.
