1998 Jeep Tj Having Trouble Turn Signals Emerg Flashers Brake Lights Could

I am having trouble: no turn signals, no emerg. flashers, no brake lights. Could it be the clock spring under the stering wheel also there is a funny noise coming from the stering wheel (like a bad bearing ) while turning the stering wheel.

The noise could be the clock spring but it is not involved with any of the systems you mentioned.
