1998 Jeep Grand Cherokee Just Replaced Fuel Pump Relay On Cherokee Turns Will

I just replaced fuel pump and fuel pump relay on a 1998 Jeep Grand Cherokee. It turns but it will not start. Another thing, there is no humming noise from the fuel pump when the key is turned on. What can be the problem?

The pump must not run with the ignition switch turned on. That would present a serious fire hazard if a fuel line got ruptured in a crash. The pump should run for one second after turning on the ignition switch, then again during engine cranking.
